Business Impact Statement - An ordinance creating an exemption from certain ad valorem taxation for an expanding business in Polk County, referred to as Puerto Rico 2.0. The proposed ordinance creates an exemption from certain ad valorem taxation for an expanding business in Polk County, referred to as Puerto Rico 2.0. Project Puerto Rico 2.0 will bring new, high-wage, full-time jobs to Polk County and make a substantial capital investment through its location in Polk County.

A public hearing will be held on Tuesday, Nov. 3, 2026, at 9 a.m., or as soon thereafter as may be heard, in the Commission Boardroom, County Administration Building, 330 W. Church St., Bartow, FL 33830.

Estimate of direct economic impact of the proposed ordinance on private, for-profit businesses in the County: $0.00

Estimate of direct compliance costs that businesses may reasonably incur: While the ad valorem tax exemption applies solely to Project Puerto Rico 2.0, the project is anticipated to generate ancillary economic benefits for other private, for-profit businesses in Polk County through increased demand for construction, trade, and professional services associated with the development and ongoing maintenance and operation of an expanded production facility.

Any new charge or fee imposed by the proposed ordinance: None.

Good faith estimate of the number of businesses likely to be impacted by the proposed ordinance: 1

Additional information: The proposed ordinance serves a general public purpose by promoting job creation, capital investment, and local business participation, and does not impose any additional costs or regulatory requirements on other businesses.

Business Impact Statement - An ordinance increasing the salary of the members of the Polk County Commission; providing the amount of the increase; providing the effective date of the salary increase as Jan. 1, 2027; providing for severability; providing an effective date.

The ordinance is being proposed pursuant to Section 2.5 of the Polk County Charter and proposes a 2.7% increase in the salaries of the Board of County Commissioners which is the lesser of the average percentage increase in the salaries of county employees for the fiscal year 25-26 (4%) and the percentage change in the U.S. consumer price index for 2025 (2.7%). If approved, the commissioner’s salaries will increase from $52,792.37 to $54,217.76. The public purpose of the proposed ordinance is to provide the appropriate salary increases of the Board of County Commissioners in accordance with the County Charter.
