Bartow, Fla. (June 17, 2026) – County Manager Bill Beasley announced the appointment of Scott Lowery as the next director of the Polk County Real Estate Services Division. Lowery was confirmed by the Polk County Board of County Commissioners on Tuesday, June 16 and will begin serving in the role on Monday, Aug. 10.
As the Polk County Real Estate Services Division Director, Lowery will oversee a project budget of approximately $30 million, six employees and the divisionās daily operations.

Lowery joined the Real Estate Services Division in 2009. During his time with the division, he has served as a Right-of-Way Agent I, Right-of-Way Agent II and Senior Right-of-Way Agent and currently serves as Support Manager for the division.
Lowery earned a bachelorās degree in Economics from Kansas State University. He also obtained his Certified Public Manager (CPM) designation from Florida State University in 2018.
He will succeed Wade Allen, who will be retiring from the county following 27 years of service. Lowery will earn $132,017 annually.
